		<description>Great idea BK, but will never happen. There is plenty of money for grass roots, well to start off with anyway, but it just gets spent on the wrong things. Like speeding fines, hotels, dinners, fast cars and partying. 

If you think about it, people like Mark Shuttleworth, who earned billions from selling the company he started moved out of this country because of tax reasons. He was the presidents IT go to guy at the time, and they still wanted to tax him 40% of the money, which by law is right. So what did he do, he left the country and went somewhere where you dont pay tax on foreign earnings. 
As you have said, most of the guys that make any sort of money out of sport in SA dont live in SA enough of the time to have to pay tax in SA. 
Then to top it off, anyone with money to spare like that, e.g. Ernie, Gary, have their own charitable foundations doing great things for the country, which are a tax right offs anyway...

Hey, dont get me wrong, if we could make even a small movement in the direction you are talking about, we would all be in a much better place. 

But unfortunately a massive pipe dream...
